The European Commission is currently working on an open-source tool for internal use, which should serve as a backup for the current software.
The European Commission is reportedly trialing open-source software to manage its internal communications, a spokesperson told Euractiv. The Commission is focusing on Matrix, an open-source messaging protocol led by a non-profit organization in London. The open-source alternative should act as a backup for the current communication system. Currently, the European Commission uses the messaging platform Signal as a backup.
Matrix
“As part of our efforts to use more sovereign digital solutions, the European Commission is preparing an internal communication solution based on the Matrix protocol,” said a spokesperson. Matrix is an open-source messaging protocol led by a non-profit organization headquartered in London. The French government is already reportedly using the open-source alternative, as are German healthcare institutions.

Backup
Currently, the new service would not serve as the primary platform for internal communication, as Microsoft Teams is used for that purpose. The open-source tool should primarily function as a backup. The European Commission is investigating whether Matrix can serve as a “supplement and backup” to existing software, according to a spokesperson.
