‘OpenAI for Germany’ combines local cloud infrastructure with generative AI, focusing on compliance, security, and sovereignty.
Earlier this month, SAP announced the expansion of its sovereign cloud portfolio in Europe. As part of this, Delos Cloud is being offered in Germany, a solution specifically aimed at the public sector.
Today, SAP announces that the company is collaborating with OpenAI on the ‘OpenAI for Germany’ project, which will be hosted on Delos Cloud and run on Microsoft Azure technology. The initiative aims to provide public institutions in Germany with access to generative AI solutions within a strict framework of data sovereignty, legislation, and security.
AI within Local Legislation
‘OpenAI for Germany’ is intended to support civil servants, institutions, and research centers in accelerating and simplifying daily tasks. This includes automatically processing archives, analyzing administrative data, and eliminating duplicate paperwork. The solution is being developed in accordance with German and European regulations on data protection and digital sovereignty.

OpenAI’s AI capabilities will be integrated into an infrastructure fully hosted in Germany. To this end, SAP is expanding the Delos Cloud capacity to 4,000 GPUs for AI workloads. Further investments and scaling depend on demand, with other sectors and European markets also coming into focus.
Collaboration with Microsoft
Microsoft provides the technical foundation for the Delos cloud environment through Azure. The collaboration is part of a broader strategy to make AI solutions available within a controlled and compliant IT environment. SAP and Microsoft indicate that this allows public institutions to deploy AI responsibly.

The project supports the High-Tech Agenda of the German federal government, which aims for AI-driven growth of up to 10 percent of GDP by 2030. In total, more than 631 billion euros in investments have already been raised for this. SAP itself is investing more than 20 billion euros in initiatives contributing to European digital autonomy.
‘OpenAI for Germany’ is focused on safe and efficient deployment of AI in the public sector, with attention to local regulations and policy objectives. Further details on applications and implementation are expected in the lead-up to 2026.
