Inetum introduces AI tool that automates and accelerates tender analysis

Inetum introduces a new AI tool to accelerate tender processes. Thanks to automatic checks, repetitive tasks are replaced, freeing up more time for substantive analysis and decision-making.

A new AI-driven management tool from Inetum accelerates tender processes by an average of 30 percent. The solution was developed at the request of the public sector and supports civil servants in evaluating tender dossiers. Currently, the AI tool is already being used by a collaboration of nine municipalities in Paris, and Inetum plans to roll out the tool outside France and in Belgium as well.

Automatic checks

The tool was built on the Azure OpenAI platform. It has three core functions to save time during tender analyses. First, the AI checks if the candidate meets all administrative requirements. Think of valid certificates, attestations, declarations, and insurance documents.

Next, the AI assesses the substantive quality of the dossier. For each requirement in the specifications, the tool retrieves relevant text fragments and assigns a score between one and ten. This creates a structured and objective evaluation. Finally, the tool can compare different dossiers with each other. It automatically highlights the differences between the submitted documents, allowing employees to gain faster insight into the strengths and weaknesses of each candidate.

The solution does not replace civil servants but supports them. By automating repetitive checks, more time is freed up for substantive analysis and decision-making.

Practical test

Est Ensemble, a public collaboration of nine municipalities in northeastern Paris, is the first organization to deploy the tool. The collective was looking for ways to use AI in public tenders. According to CIO Thierry Moisson-Bonnevie, the application ensures uniform, efficient, and fair processing of all dossiers.

The AI tool has since been discussed in other tender procedures, including in Belgium. Inetum sees opportunities to further roll out the solution to other government services, also outside France. The tool was originally developed in collaboration with Het Facilitair Bedrijf in Flanders.
