SAP Expands Digital Sovereignty Offering in Europe

SAP introduces additional capabilities within its Sovereign Cloud portfolio, aiming to give European organizations more control over data, infrastructure, and AI innovation within legal frameworks.

SAP announces the expansion of its Sovereign Cloud portfolio in Europe. The new approach offers organizations in regulated sectors and the public sector more freedom of choice in how they deploy cloud applications, with attention to legal requirements and digital sovereignty. For this, the software company is investing more than 20 billion euros in sovereign cloud.

“Digital sovereignty is no longer optional,” says Thomas Saueressig, member of the SAP Board of Directors. During the press moment, the software company emphasizes the importance of sovereign cloud in the current geopolitical era.

“Europe’s digital resilience requires secure, scalable, and future-proof sovereignty,” says Martin Merz, President of SAP Sovereign Cloud. “With SAP’s sovereign cloud offering, organizations have the freedom to choose their own implementation model while more easily complying with the strictest compliance standards.”

Sovereign Cloud Offering

The expansion includes three solutions. SAP Cloud Infrastructure is a cloud platform built with open-source technology and hosted in SAP data centers within the EU. The infrastructure complies with European privacy legislation and focuses on customers requiring full data residency within Europe.

SAP Sovereign Cloud On-Site is a solution where SAP manages the infrastructure, but it is physically present in a data center managed or chosen by the customer. This model offers more control over data and processes without deviating from SAP’s standard architecture.

Finally, Delos Cloud is offered in Germany, a solution specifically aimed at the public sector. It allows government institutions to digitalize quickly within national requirements for digital sovereignty.

Sovereignty and AI

SAP states that digital sovereignty is a necessary condition for sustainable AI innovation. Through the SAP Business Technology Platform and integrated AI functionalities, customers gain access to AI applications without losing control over data or infrastructure. This allows organizations to use cloud applications within their own compliance and operational constraints.

According to SAP, the solutions are designed to meet the strictest European regulations. Organizations can run their existing SAP solutions, such as the Business Suite, within a sovereign environment. SAP emphasizes that the offering is supported by local experts and complies with multiple certifications.

SAP Sovereign Cloud is already active in multiple countries and will be further rolled out in Europe in the coming months.
