Gaia-X awards a Level 3 label to truly sovereign cloud services. The first providers meeting these high standards have now received this label and can be found through a CISPE catalog.
At the Gaia-X Summit 2025 in Porto, Portugal, CEO Ulrich Ahle introduces the first catalog of cloud services where you can search and filter by Gaia-X labels. This catalog is created by CISPE, the organization representing cloud infrastructure service providers’ interests in Europe.
The catalog now shows whether a cloud service has earned a Gaia-X Level 1, Level 2, or Level 3 label. This allows you to see the sovereignty guarantees at a glance.
Three Levels
Gaia-X provides three levels of compliance with its rules and principles. Companies can be technically compatible with Gaia-X, meaning they comply with technical principles. Beyond this, guarantees are limited. Levels 1-3 are more significant.

Level 1 means an organization is registered and uses verified identity mechanisms. Data exchange via Gaia-X technical standards is also possible, under European law protection. Organizations with Level 2 add manual verification by CAB to these requirements.
Level 3 is the highest achievement, offering the strongest sovereignty guarantees. Only organizations headquartered in the EU can obtain this label, ensuring they’re not subject to foreign legislation. At the Summit, the first three companies receive their symbolic Level 3 certificate.
Certificates
The first Gaia-X Level 3 providers are:
- Cloud Temple
- Thésée Datacenter
- Opiquad
- OVHcloud
- Seeweb

Together, they provide nine Level 3 cloud services. CISPE has recognized these organizations in its capacity as Clearing House (official body verifying Gaia-X compliance) and now displays them in the new catalog. This is available at cispe.catalogue.clouddataengine.io.
Demonstrable Sovereignty
At the Summit, the cloud providers receive their symbolic certificates. Francisco Mingorance, Secretary General at CISPE, indicates that the time to award organizations their Level 3 labels was limited, and more companies are in line for certification.
Sebastien Lescop, CEO of Cloud Temple, welcomes the system. “We talk too much about trust. The time has come to show things,” he believes. “With Gaia-X labels, especially Level 3, you demonstrate that reliability.”
